What the common status messages usually mean

Different states use slightly different wording, but here’s how to interpret what you see most of the time:

“Submitted” / “Application Received”

You’ve successfully submitted the form. Next step is often fee payment, document upload, or booking appointment.

“Fee Paid” but “Documents Pending”

You may need to upload documents, or the upload didn’t attach correctly. Parivahan’s FAQs include cases where people uploaded documents but the system still asks again—often a state/workflow issue.

“Under Scrutiny” / “Pending at RTO”

An officer is reviewing details and documents. If it stays here too long, it’s often because a document is unclear, there’s an address proof mismatch, photo/sign format issue, or backlog at the RTO.

“Approved”

The service is approved. For DL/RC, the next stage may be printing and dispatch.

“Dispatched” / “Printed”

OTP not received
